After a brief reminder of the history and creation of International Youth Day and resolution A/RES/54/120 declaring August 12 International Youth Day and its adoption by the General Assembly of Nations united on December 17, 1999, the speaker raised the need for active participation in the process of development and good governance of youth. Doubassin Dembelé, stressed that citizen mo nitoring is a framework in which citizens debate their concerns of general interest and define their role in the implementation of government guidelines on questions of security, defense and development of the community. . After clarifying the concepts, he presented the objectives of citizen monitoring, the functioning of monitoring and especially the contribution of youth to the fight against insecurity and its corollary of misfortunes.
